The National Highways Academy in consultation with Highway clients has developed an environmental  management e-learning platform for companies within the highways maintenance and construction sector.  

The e-learning is accessible to all levels within the
organisation from operative through to management.

NATIONAL HIGHWAY SECTOR SCHEME – 12D Training

Designed

To provide operative training within an accreditation scheme competency qualification for clients, designers and managers

Duration

Normally a 7-day training and assessment modular course but this depend on the number of modules required

  • Dual carriageway (under 40mph0 (T3)
  • Convoy working module (T4)

Who is the course for?

All people, both client and contractor, involved in the planning, designing, erecting, maintaining and removing Temporary Traffic Management on urban and rural roads

ADR - HAZARDOUS GOODS COURSE

Designed

Specifically designed to meet current legislation requirements for drivers involved in transporting hazardous substances by road in tanks, tank containers and packages

Duration

Normally a 5-day course

Course Content

  • Packaged Goods (Required by ALL drivers carrying packaged goods)
  • Class 2 Gasses
  • Class 3 Flammable Liquids
  • Class 4 Flammable Solids
  • Class 5 Oxidising Agents, Organic Peroxides
  • Class 6 Toxics
  • Class 8 Corrosives
  • Class 9 Miscellaneous
  • Plus Tanker Module

Tanker drivers will require the additional 'Tanks Module'

Who is the course for?

All drivers who need to move hazardous substances by road must by law hold a valid ADR Licence

Road Marking Apprenticeship Scheme

The Road Marking Apprenticeship scheme is a 24-month training program for operatives new to road marking. It delivers a broad multi-skilled approach, providing new entrants with a broad base of skills previously associated with those who have worked for many years in the Road Marking Sector

On completing the scheme Apprentices achieve a number of qualifications and certificates including a level 2 NVQ Diploma in Pavement Marking

All Sector Scheme 7 registered companies are required to follow the Road Marking Apprenticeship route for new operatives

The scheme is delivered in a modular manner by a mix of formal instruction off-job, Key Skills and followed by supervised on-job training at employer level with a final end assessment

Off-site training is mainly completed at our training centre at Gainsborough, although some specialised training may take place at other locations

The courses are designed to ensure that the candidate understandd the hazards and the safe working practices of this specialised industry, and on completion of training, the candidate will be able to operate equipment and lay markings to industry standards of competence

 

Companies that are in scope and fully paid-up with their CITB levy will be eligible for grant funding to offset some of the cost of the Apprenticeship scheme, and the RSMA can offer guidance in relation to funding levels.

Each intake for the scheme consists of 8 apprentices and is scheduled to take place every three months

Level 3 NVQ Diploma - Occupational Work Supervision

This qualification is developed by the Chartered Institute of Building (CIOB) and the Edexcel Foundation (BTEC). The course is primarily aimed at people already working in a supervisory or management role within the construction industry. To achieve this qualification, supervisors or managers must provide satisfactory evidence of their management skills, their technical knowledge and competence in the workplace, and their ability to supervise or manage a construction operation

For the road marking industry, the Highways Maintenance module of this course is advisable

Who the course is aimed at

Suitable for both established construction site supervisors, and those who are developing their abilities in this occupation. Including mature students with no formal qualifications

Assessment

During each unit of study you will be asked to produce evidence from the workplace that you are competent at undertaking various tasks. When the work is complete and assessed it will be filed in a portfolio of evidence

Training method

Formal lectures, discussions, practical exercises and an explanation of the evidence that will be required

Duration

Completition can take between 6 to 9 months dependent on the candidates ability and experience

Course outcome/qualification

Level 3 NVQ Diploma - Occupational Work Supervision

Level 6 NVQ Diploma in Construction Site Management- HIghways Maintenenace and Repair

Managing the carbon impact of the road marking sector

The RSMA has reviewed the challenge and threats related to global warming and more specifically the carbon reduction commitment requirements placed on RSMA members

In response, the RSMA, supported by Construction Skills developed the Environmental Impact Management Project (E-IMP) under four key development areas:

· Road Markings Operation CO2 Calculator

· Highways Sector Environmental Signpost - a web based information source for all highway operations

· ISO 14000 toolkit for road marking businesses

· Relevant management qualifications for the road marking sector

These development areas will help road marking businesses improve their operations and environmental performance, but will also critically to help clients to achieve their carbon reduction targets

Road Markings Operations CO2 Calculator

The development of a specialist CO2 Calculator for road marking operations was identified by the sector as a priority in favour of existing, calculators available, which are too rudimentary, lack consistency and are not closely allied to developing International Standards

The RSMA calculator has been designed to produce a fully auditable output that may allow clients to see an audit trail

The calculator helps clients:

· Understand the impact of materials

· Quantify the impact of equipment type

· Identify proportionate impact of operational location

· Obtain an better understanding of whole life (environmental) cost

The calculator is subject to advanced development and should be ready for launch by the end of 2011

Other aspects of the E-IMP project

The other principle elements of the E-IMP project that form critical parts of how the roadmarking sector will address its environmental impacts include:

ISO14000 Toolkit – If companies are to improve their environmental performance, the RSMA believes that the introduction of ISO14000 based systems is a must. To make this more accessible for our members, we have developed a toolkit that simplifies the process of developing the required systems and approach. The toolkit is available to RSMA members now

Practical Qualifications – Like ISO 14000, while there are numerous courses available to help develop managers responsible for Environmental management in general industry, there was little focused on the Highways sector and as a result the RSMA have, working with partners, identified what they believe to be the most relevant qualifications and focused them to the highways sector to ensure they deliver the relevant sector information

To date two courses have been adapted that will be delivered through the National Highways Academy (NHA) and are designed to give management the information and the capacity to address their environmental responsibilities. The courses are both accredited by the Institute of Environmental Management and Assessment (IEMA) one of which will provide successful candidates with Associate membership of the Institute
